Major carriers continue to enforce their individual hemp cannabinoid shipping policies in 2026, with both FedEx and UPS having taken past enforcement action against shippers found moving non-compliant or intoxicating cannabinoid products, independent of USPS's separate self-certification requirement for hemp mailers.
USPS updated its mailing standards following the 2018 Farm Bill to permit hemp-derived products containing no more than 0.3% Delta-9 THC, but requires shippers to complete a self-certification confirming compliance before mailing — a requirement distinct from the private carriers' own internal cannabinoid policies.
Retailers shipping nationwide are increasingly advised to check destination-state law directly, since a shipment fully compliant with federal law and carrier policy can still be illegal for the recipient to receive in a state banning that specific cannabinoid.
